What is the best video card with PCI interface?

I have an older HP compaq desktop. 3g processor, 3g ram, 500watts power suply. I need video card to play games and watch movies.|||the nvida geforce 9400, is the one that i got for my sister's pc, it can even play 1080p videos and some cool games|||ATI H.I.S 4670 iceq ddr3 turbo.. its very cheap and very capable of doing ANYTHING i never had problems with it, U DONT need to have any separate pci connector just plug it and install the drivers, its best in games, movies
