Can a slower video card create a bottleneck in pc performance if you dont game?

i dont game but im wondering if a faster video card has any effect at all on using a PC for regular tasks like multitasking?

But for non-gaming tasks a slow video card shouldn't matter.|||the only thing a video card can be used for when not gameing is high res movies, then yes it may help depending on how bad it is, seens the graphic card gives you hardware accelerating
